DfE CFR Code Updates: Guidance for Maintained Schools

Learn how to update your CFR framework according to the new DfE guidance.

The consistent financial reporting (CFR) framework provides a standard template for schools to report their income and expenditure in a financial year. The information collected is used to support benchmarking and enables comparative reports to be produced for governors and local authorities.

The CFR framework applies to maintained schools and pupil referral units.

CFR code updates may include:

  • New codes.

  • Deleted codes.

⚠️Important: Access maintain the latest list of CFR codes in the Education Finance software. However, Access cannot apply these changes to each schools database as a mass update, as maintained schools using Access Education Finance have different ledger code structures.


What Do Maintained Schools/Local Authorities Need To Do?

Review DfE CFR Guidance

Schools should begin by reviewing the official DfE guidance for the relevant financial year.

This guidance applies to maintained schools and pupil referral units and is for:

  • Local authority finance officers.

  • School finance officers.

  • Business managers.

  • Bursars.

Review each Section

  • Income - This section provides information on income for schools.

  • Expenditure - This section provides information on expenditure for schools.

  • Capital Income - This section provides information on capital income for schools.

  • Capital expenditure - This section provides information on capital expenditure for schools.

  • Balances - This section provides information on balances for schools.

Link New CFR Codes to Ledger Codes

  1. Navigate to Codes then click Chart of Accounts.

  2. Click Ledger Codes.

  3. Locate the ledger code that needs to be updated with a new CFR code.

  4. Click into the blue text in the Fund CFR column.

  5. Click the X button to remove the current CFR code.

  6. Use the drop down arrow to select the correct CFR code.

  7. Click Save.

Ledger Groups

If you have got Ledger Groups set up to match the CFR codes and would like these to be updated with the new codes, you can do this by:

  1. Navigate to Codes, then click Chart of Accounts.

  2. Click Ledger Groups.

  3. Click on the blue plus button to add the additional ledger groups .

  4. Enter the Ledger Group code and Description and select a ledger group section.

  5. Click Save or Save and add another to save the new ledger group.

    You can rearrange the Ledger groups by clicking on the arrow on the left and dragging and dropping to the position you would like it to be in. 

    You can edit any of the existing ledger groups by clicking on the pencil icon , make your changes then click on save.

Mapping Ledger Groups

  1. Navigate to Codes, then click Chart of Accounts.

  2. Click Ledger Group Mapping to update Ledger Group mappings to Ledger Codes.
